It's completely random, and I don't think we know how much Legend improves the odds by. I only just got to rank 16, and I had about 12 Lightning Rounds, mostly in normal. Just rng. I had an insane run the other day with 3 lightning rounds in a row. The chat feed was rightly blowing up.

Then you can just play normal if you want. But imo just play Legend. Both take relatively same amount of time and in Legend you always know what enemies ...Completely random.
